2.  RICH SECURITY
        The following is quoted from a recent message from CINCLANTFLT:
ON NUMEROUS OCCASIONS CINCLANFLT HAS EXPRESSED CONCERN AND GUIDANCE
RELATIVE TO SHIPBOARD PHYSICAL SECURITY.  REF A EXTABLISHED NO-NOTICE Z-5-0
UNIT SECURITY TESTS
    THE FOLLOWING IS QUOTED FROM THE REPORT OF A RECENT SECURITY DRILL:
"TWO NORVA DESTROYERS WERE VISITED BY A FRIENDLY JUNIOR OFFICER IN TROPICAL
KHAKIS AND CARRYING A BRIEF CASE OF SUFFICIENT CAPACITY TO ACCOMODATE A
SQUADRON SIZE SELECTION OF EXPLOSIVES.  NEITHER QUARTERDECK QUESTIONED HIS
IDENTITY NOR HIS RIGHT TO VISIT THEIR RESPECTIVE CICS.  ONE SHIP
ACTUALLY ESCORTED THE "SPY" TO CIC WHERE HE WAS LEFT TO CARRY ON HIS THING.
HE OBTAINED ACCESS TO SECRET EW COOPERATION FORM PETTY OFFICERS IN BOTH
CICS.  HE ENTERED ONE RADIO CENTRAL, DOOR OF WHICH WAS OPEN, AND WAS ALLOWED
TO READ THE SECRET DAILY INTELLIGENCE SUMMARY.  HE DEPOSITED HIS BRIEF CASE
BENEATH AN ASROC LAUNCHER WHICH REMAINED THERE UNCHALLENGED."
    A point to keep in mind here is that there should be no strangers
on board RICH.  All visitors are to be stopped at the quarterdeck and
their identity determined before they are escorted through the ship.

3.  SORM REGULATION 4249 - WATCHES, PATROLS AND SENTRIES
    No person shall, while on duty as a member of a patrol or as a sentry,
fail to report all violations of the ship's regulations, ship's directives
and other breaches of good order and discipline; or observing a violation
of regulations or of good order and discipline, fail to exert himself to
the utmost to supress such violations, or fail to report any violation
of safety precautions or safety regulations known to him which he may
observe; or, observing such violations, fail to exert himself to the utmost
to suppress such violations and other malpractices which may endanger the
safety or security of this ship and its personnel.

4.  UCMJ ARTICLE 88 - CONTEMPT TOWARD OFFICIALS
    Any officer who use contemptuous words against the President, Vice
President, Congress, Secretary of Defense, or a Secretary of a Department,
a Governor or legislature of any State, Territory, or other possession
of the United States in which he is on duty or presnet shall be punished
as a court-martial may direct.
