 2. WORKING PARTIES

The working parties today are all hands evolutions.  All E-5 and
below will be handling stores/ammunition.  All E-7's/6's will be
supervising.  There is a lot to do and everything must be struck below
and secure prior to liberty call.
When working parties are called away all hands are requested
to "move out" in order that liberty may be granted as soon as possible.

 3. LIBERTY IN SUBIC BAY

The expiration time of liberty will be promulgated as soon as it
becomes known.  All hands are cautioned that martial law has been
declared in the Philippines and everyone must be off the streets at
midnight, with no exceptions.  Anyone apprehended by Civil Authorities
in the Philippines for this curfew violation will be subject to
cisciplinary action when/if he's returned to the ship.

 4. LIBERTY POINTERS

The following comments concerning liberty in Alongapo City are
quoted below.  Take Heed!
    A.  Drugs of every description are readily available.  The
Philippines drug law requires a minimum of six years imprisonment
for simple possession of drugs. Over sixty U.S. servicemen are
on legal hold awaiting trials in Philippine courts for drug
involvment.  If convicted, they will be imprisoned in Philippine jails.
    B.  Veneral Disease of every description is readily available from
floating population of 5-10,000 prostitutes in Alongapo City.
U.S. servicemen average 2700 cases of VD a month here.  Recently
a large combatant ship reported 250 new cases of VD after a brief
    stay in Subic.
    C.  Naturally thieves are readily available.  Use the buddy
    system while on liberty.
    D.  All concerned should be advised that an organized ring of thieves
are gaining access to ships using false or stolen identification cards
and are systematically raiding officers and CPO country with unique
success.  Lock up your valuabls and keep your doors locked.

5. DRUGS ON BOARD RICH

All hands are reminded of the command policy on board RICH concerning
drugs.
    A. All E4 and below will be search upon returning from liberty.
    B. A Summary Court-Martial, as a minimum, can be expected for
involvement with drugs if apprehended.
    C. It isn't worth it!!!

6. UNIFORMS

The uniform for entering port today is Officers and CPO's: Tropical
khaki long (TKL), E6 & below:  Ball caps, dungaree trousers & T shirts.
The uniform for the quarterdeck is: Officers & CPOs: TKL,
E6 & below: white hat, dungaree trousers & dungaree shirt.
